Create queues for Operations
Create a root work queue. Then, create extra queues to which work items are distributed from the root queue.
Procedure

Go to Work Administration. Under Work Queues, select Settings.

Select Create work queue.

To create the root work queue, complete the fields with Media set to Operations.

Repeat step 1 - step 4 to create the other queues to handle the Operations work items.
