Issue new ID to Collections

Gives a new ID to an open Collection.

Collection Category - CLCN103 Collections - Attach a new identifier to a Collection instance

Example: Rename an Open Contribution Command

If the claim for Mrs. Jones' home theft was reopened, the Collection status would have been closed. In this case when a new contribution was added, a new Collection would be opened with the same ID. For Mrs. Jones' case this would not be an issue. But in cases where a new ID is needed:
